Increased Health Budget with a Focus on Cancer Care

The Brihanmumbai Municipal Corporation (BMC) has announced a health budget of ₹7,380.4 crore, reflecting a 2.63% increase from last year’s estimate of ₹7,191.2 crore. The revised figures for the previous fiscal stood at ₹6,350.5 crore. Of the total budget, ₹2,172.7 crore is allocated for revenue expenditure, while ₹5,207.7 crore will go towards capital expenditure. This allocation represents 10% of the total budget of ₹74,427 crore.

Ward-Wise Cancer Care Under PPP Model

BMC has introduced a comprehensive ward-wise cancer care initiative through a public-private partnership (PPP) model. This program will operate twice a month at existing health dispensaries and clinics, providing screening, diagnostics, counselling, and referrals for oral, breast, and cervical cancer. The initiative involves collaborations with Tata Memorial Hospital, private institutions, NGOs, and public and private hospitals.

“Women above 30 should undergo breast and cervical cancer screening every two years,” said Dr. Daksha Shah, executive health officer. Pap smear tests will be conducted in polyclinics with gynecologists, while breast cancer screenings will take place in dispensaries and maternity homes.

Hospital Redevelopment and Increased Bed Capacity

As reported by hindustantimes, the budget includes redevelopment plans for 12 hospitals, expected to be completed by mid-year. This project will increase Mumbai’s public hospital bed capacity from 15,302 to 18,887, enhancing the city’s healthcare infrastructure.

HPV Vaccination Pilot for Schoolgirls

To combat cervical cancer, BMC has proposed a pilot program for HPV vaccination targeting schoolgirls aged 9 to 14. “We have received approval and are awaiting the Centre’s guidelines for a comprehensive rollout in BMC schools,” Dr. Shah stated.

Public-Private Partnerships for Affordable Healthcare

BMC is developing a PPP policy to make healthcare services more accessible and affordable. “These initiatives aim to ease the financial burden on patients while ensuring quality healthcare,” the budget documents noted. Milind Mhaske of the Praja Foundation emphasized that PPP models could help maintain affordability and service quality.

Expansion of Aapla Dawakhana Clinics

BMC currently operates 250 Hinduhridaysamrat Balasaheb Thackeray Aapla Dawakhanas, which have treated 90 lakh patients since their launch in 2022. The budget provides for 25 additional clinics and three new physiotherapy centers, further strengthening Mumbai’s public healthcare system.
