NMC Proposes Unique ID for Doctors, Enabling Practice Across India

Centralised Doctor Registration

The National Medical Commission (NMC) has proposed a Unique Identification (UID) Number for every doctor registered with a State Medical Register. The proposal is part of the Registration of Medical Practitioners and Licence to Practice Medicine (Amendment) Regulations, 2026.

Under the proposed system, the UID will be generated centrally by the Ethics and Medical Registration Board (EMRB) and linked to the National Medical Register (NMR).

Licence to Practise Across India

Once registered with a State Medical Council and allotted a UID, a doctor will be eligible to practise medicine in any State or Union Territory without obtaining separate registration or a fresh licence.

The NMC has also proposed electronic synchronisation between the National and State Medical Registers so that changes in one database are automatically reflected in the other.

Central Tracking of Disciplinary Records

The upgraded NMR will maintain doctors’ credentials, licence status and records of suspensions, cancellations and other disciplinary proceedings. As per Medical Dialogues, this aims to address gaps in tracking doctors’ registration and disciplinary history across states.

One-Time UID for Existing Doctors

Existing practitioners registered in the Indian Medical Register or State Medical Registers but without a UID will have to update their details through the EMRB portal within the stipulated period. The NMC has proposed that no fee will be charged for this one-time UID generation.

The Commission has invited objections and suggestions from stakeholders within 30 days of the Gazette notification.
