The Maharashtra state government has approved the construction of a 500-bed super-specialty hospital in Belapur, to be executed in multiple phases. The project, spearheaded by the Navi Mumbai Municipal Corporation (NMMC), aims to significantly improve public healthcare infrastructure in Navi Mumbai.
Phase-Wise Development Begins with 100-Bed Hospital
In the first phase, NMMC will construct a 100-bed facility at an estimated cost of ₹250 crore. NMMC Commissioner Kailas Shinde confirmed that the civic body has obtained all required permissions, including environmental clearance and approval of the new Development Plan (DP).
Earlier Tender Halted by PIL, Now Set to Resume
Previously, the project faced delays after a Public Interest Litigation (PIL) filed in the High Court challenged the lack of environmental and DP clearances. However, with state authorization now in place, NMMC plans to present these approvals in court to resume construction.
“We extended the tender validity, and the bid opening will commence shortly,” said Shinde, adding that the government has instructed immediate construction to benefit the public.
₹800 Crore Project to Include Medical College
Belapur MLA Manda Mhatre, who advocated for the project’s approval, stated that the entire project is valued at ₹800 crore.
- Phase 1: 100-bed super-specialty hospital (₹250 crore)
- Phase 2: Medical college and expansion of hospital capacity to 500 beds (₹550 crore)
Land Clearance and Regulatory Hurdles Addressed
As reported by TOI, the project site partly falls under the Coastal Regulation Zone (CRZ), creating earlier roadblocks. In addition, NMMC’s draft DP initially awaited state-level approval. Shinde confirmed that both CRZ clearance and DP approval are now secured, eliminating previous construction hurdles.
A civic official added that the land was previously designated as a playground under the old DP. However, in the revised plan, NMMC redesignated the land for healthcare use. Construction for phase one is expected to take 3–4 years.
Land Allocation Finalized in Sector 15A
The City and Industrial Development Corporation (Cidco) has allocated 32,000 square metres at Plot 4, Sector 15A, adjacent to the NMMC headquarters, for the hospital and medical college. NMMC has paid ₹88 crore for the land.
Out of the total area:
- 22,000 square metres are outside CRZ limits and approved for development
- 10,000 square metres fall under CRZ and remain non-developable
Pandemic Exposed Urgent Need for Public Healthcare
MLA Mhatre emphasized the project’s importance, stating, “The pandemic exposed the urgent need for accessible public healthcare. Covid patients struggled to receive affordable and specialized treatment, highlighting the necessity for such a facility.”
Local Resistance Over Land Use Change
Despite regulatory approvals, local residents have voiced concerns. The plot has long been used as a recreational area, and some community members oppose its conversion into a healthcare facility. Cidco sources noted that while the site was marked as a park in the earlier DP, its designation can be revised for medical infrastructure under the new development plan.
With key approvals in place, the Belapur super-specialty hospital project is poised to become a cornerstone of public health in Navi Mumbai.
