Goa Launches Innovative Pricing Policy to Make Cancer and Rare Disease Treatment Affordable

In a landmark move to expand access to costly medical treatments, the Goa government has introduced an innovative pricing policy for life-saving therapies. Under this framework, the state will procure drugs, medical equipment, and diagnostic services from pharmaceutical firms at negotiated rates lower than the listed prices. This approach allows the government to stretch its healthcare budget, support more patients, and fund therapies for longer durations.

Confidential Agreements with Pharma Innovators

Health Minister Vishwajit Rane announced on Wednesday that Goa is the first state in India to adopt this pricing model. The policy permits confidential pricing agreements between the government and pharmaceutical innovators, ensuring patients benefit from reduced costs without compromising treatment quality. The rollout is expected to begin with lung cancer therapies.

“Goa’s adoption of this pricing policy is a vital and timely step to advance health equity in the state,” Rane said. “This value-based approach will improve patient access and marks a new era of care that prioritizes reaching more patients.”

Tackling the Cost Burden of Innovative Therapies

Modern treatments for cancer, rare genetic disorders, and autoimmune conditions often cost over ₹50 lakh per year. These high costs put them far out of reach for most families. By negotiating directly with manufacturers, the state hopes to reduce these financial barriers.

Rising Cancer Burden in Goa

As reported by TOI, the policy comes at a critical time for Goa, which records some of the highest cancer incidence rates in India. The state sees approximately 1,500 new cancer cases annually, with numbers expected to grow by 5% each year. The committee will recommend appropriate pricing and negotiate with pharmaceutical firms. It will also secure the best rates for patented drugs and medical equipment once formal agreements are signed.

Rane emphasized that the healthcare system must strengthen to cope with the rising burden of cancer and rare diseases.

Expert Committee to Oversee Pricing

To implement the policy, the government will establish a dedicated committee chaired by the Additional or Joint Secretary of Health. Members will include the Dean of Goa Medical College (GMC), the Director of Health Services, and senior pharmacy officials. The committee will recommend appropriate pricing and negotiate with pharmaceutical firms. It will also secure the best possible rates for patented drugs and medical equipment after signing formal agreements.
