The Government of Jammu and Kashmir is set to implement a comprehensive, evidence-based cancer control strategy in technical collaboration with NITI Aayog, the Indian Council of Medical Research (ICMR), and the Department of Health Research (DHR). This decision follows a high-level consultation held in New Delhi.
High-Level Consultation Sets Direction for Cancer Policy
The consultation, convened at Bharat Mandapam, brought together senior officials from national health agencies and the J&K administration. During the discussions, participants focused on developing a context-specific cancer control framework tailored to regional disease patterns, existing health system capacity, and long-term sustainability.
Strengthening Screening and Early Detection
As a key priority, the discussions centred on strengthening cancer screening and early detection. Officials identified the need to prioritise specific cancer types suitable for population-based screening programmes, ensuring efficient use of resources and maximum public health impact.
Phased, Research-Linked Framework Aligned with National Priorities
Moving forward, the government will adopt a phased, research-linked approach to implementing the cancer control framework. This strategy will align closely with national health priorities while preparing the ground to strengthen early detection services, referral systems, and equitable access to quality cancer care across the Union Territory.
District-Level Models and Implementation Research
In addition, the consultation outlined plans to establish district-level implementation models supported by structured implementation research. These models will assess feasibility, coverage, cost-effectiveness, and health outcomes, ensuring that interventions remain evidence-driven and scalable.
Participants also proposed setting up a Centre for Implementation Research in Oncology. This centre would generate real-world, scalable solutions, strengthen the integration of palliative care, and advance preventive oncology initiatives.
Focus on Cancer Prevention and Community Engagement
As reported by vohnetwork, the strategy places strong emphasis on evidence-based cancer prevention guidelines, supported by enhanced information, education, and communication mechanisms. At the same time, it prioritises community-level engagement to improve awareness and participation.
Key focus areas include tobacco control, prevention of HPV-related cancers, lifestyle risk reduction, and addressing infection-associated malignancies, including cancers linked to Helicobacter pylori.
Statewide Cancer Registry and Infrastructure Strengthening
To support effective policy planning, the government plans to develop a statewide cancer registry. This will enable systematic monitoring, improve data-driven decision-making, and guide future interventions.
Furthermore, strengthening cancer care infrastructure emerged as a major priority. Proposed measures include expanding molecular diagnostics and immunohistochemistry services, establishing clearly defined referral pathways, and anchoring care delivery through designated Centres of Excellence.
Towards Reduced Cancer Burden and Better Outcomes
Overall, the comprehensive cancer control strategy is expected to guide future policy actions, research collaborations, and health system strengthening initiatives. Through these coordinated efforts, Jammu and Kashmir aims to reduce its cancer burden and significantly improve patient outcomes across the Union Territory.
