Chief Minister Yogi Adityanath on 18 January 2026 said that Uttar Pradesh has evolved beyond being merely India’s most populous state and has emerged as a major healthcare hub serving not only its own population of nearly 25 crore but also patients from neighbouring states and other parts of the country.

UP HealthTech Conclave Highlights Digital and Research Push

Speaking at the UP HealthTech Conclave in Lucknow, the Chief Minister launched UP-IMRAS (Integrated Medical Research Application System), a digital platform developed for the residents of Uttar Pradesh. The system aims to streamline and integrate clinical trials for pharmaceutical products and medical devices, enabling seamless research processes before market launch.

Expanding Medical Education and Healthcare Infrastructure

Highlighting the state’s rapid healthcare expansion, Yogi Adityanath said the government is actively working to transform Uttar Pradesh into a national and global centre for medical technology, healthcare innovation, and pharmaceutical manufacturing.

He noted that before 2017, the state had only 40 medical colleges, run by government and private institutions combined. Today, the number has increased to 81 medical colleges, significantly strengthening medical education capacity. Additionally, two AIIMS institutes in Rae Bareli and Gorakhpur, along with 100 district hospitals and hundreds of community health centres and primary healthcare centres, now serve lakhs of people every day.

Ayushman Bharat and State Schemes Expand Financial Protection

Referring to the success of the PM Ayushman Bharat scheme, the Chief Minister said the government has extended financial protection to families that previously struggled to afford healthcare.

Under the scheme, Ayushman cards have been issued to 5.5 crore families, covering treatment costs of up to ₹5 lakh per family. Moreover, families not eligible under the central scheme continue to receive support through the UP CM Jan Arogya Scheme, ensuring equitable access to healthcare without discrimination.

Public Health Gains Through Sustained Campaigns

As reported by TOI, the Chief Minister also highlighted significant public health improvements achieved through regular monitoring and coordinated efforts. Uttar Pradesh has reduced its infant mortality rate by strengthening institutional deliveries and maternal care.

Furthermore, targeted drives have helped reach tuberculosis patients, while sustained campaigns have successfully controlled diseases such as encephalitis, dengue, malaria, chikungunya, and kala-azar. Notably, the state has reported no deaths due to encephalitis over the past two years, marking a major public health milestone.

Technology-Led Healthcare for Rural Areas

Looking ahead, Yogi Adityanath said the next phase of healthcare expansion would involve private sector participation in deploying AI- and technology-driven screening platforms in rural areas. He pointed out that villagers often have to travel 30–40 km to reach hospitals with specialised facilities, underlining the need for early detection closer to home.

Medical Device and Pharma Parks to Drive Growth

Emphasising industrial growth in healthcare, the Chief Minister said the medical device park along the Yamuna Expressway in Greater Noida and the pharmaceutical park in Lalitpur would act as game-changers for the sector.

Assuring stakeholders of time-bound approvals and end-to-end government support, he urged private players to tap into the vast opportunities Uttar Pradesh offers.

Stakeholder Participation and SOP Book Launch

Deputy Chief Minister and Health Minister Brajesh Pathak, Principal Secretary Amit Ghosh, and Drugs Controller of India Rajiv Raghuvanshi attended the conclave.

On the occasion, the Chief Minister also unveiled a book outlining standard operating procedures based on the Institutional Ethics Committee, covering 22 key procedures aimed at ensuring uniformity, ethical compliance, and regulatory rigor in clinical trials.
